AhlulBayt News Agency (ABNA): The Ambassador and Permanent Representative of the Islamic Republic of Iran to the United Nations, in a letter to António Guterres, the UN Secretary-General, and the rotating President of the Security Council, added, "This action is a clear violation of the prohibition of the threat or use of force enshrined in Article 2(4) of the UN Charter and, under international law, constitutes a clear instance of an act of aggression."
Iravani stated, "Furthermore, this unlawful action constitutes a serious violation of the fundamental principles of the international law of the sea."
The Ambassador of the Islamic Republic of Iran to the UN said, "The United States, by attempting to prevent maritime traffic to and from Iranian ports, is unlawfully interfering in the exercise of the sovereign rights of the Islamic Republic of Iran and is violating the rights of third states and legitimate maritime trade under international law."
Iravani emphasized, "The Islamic Republic of Iran categorically and in the strongest terms rejects and condemns this unlawful action of the United States."
He stated, "The Islamic Republic of Iran, within the framework of international law, reserves its inherent right to take all necessary and proportionate measures to safeguard its sovereignty, territorial integrity, and national interests."
The Permanent Representative of the Islamic Republic of Iran to the UN continued, "The United States bears full responsibility for this internationally wrongful act and for all its consequences, including its effects on regional and international peace and security."
He said, "Given that this unlawful action constitutes a serious threat to international peace and security and clearly increases the risk of escalating tensions in a region that is already highly unstable, the Islamic Republic of Iran requests the Secretary-General and the Security Council to fulfill their responsibilities under the UN Charter by explicitly condemning this unlawful action, taking immediate and effective measures to prevent further escalation of the situation, which could have catastrophic consequences for regional and international peace and security, and compelling the United States to immediately cease its internationally wrongful acts against the Islamic Republic of Iran."
At the beginning of his letter, Iravani added, "Following the instruction of my government, I hereby bring to your immediate attention and that of the members of the Security Council the continuation of the internationally wrongful acts of the United States against the Islamic Republic of Iran."
He added, "On April 12, 2026, the United States Central Command (CENTCOM) publicly announced that American forces, pursuant to their president's declaration, would begin enforcing a blockade on all maritime traffic entering and exiting Iranian ports."
The Iranian ambassador to the UN requested in this letter that it be circulated as an official document of the Security Council.
