AhlulBayt News Agency (ABNA): Ayatollah Sheikh Muhammad Yaqubi, one of Ulama of Iraq, in response to a religious inquiry about direct payment of funds to victims of war with America and the Zionist regime without referring to the office of marja’iya, wrote, “Paying these funds in the aforementioned matters is prioritized both logically and religiously... It is not obligatory to deliver these funds to the offices of marja’iya, and it is permissible to directly transfer these assets to those who are entitled to receive them, or through reliable centers known to these individuals, so that these religious rights reach those persons whom the marja’iya and its representatives cannot access.”
