The letter was delivered by Prime Minister Mohammad Naji Otri during his meeting with the Iraqi President Talabani on Saturday.
President Talabani said the Iraqi people will remain committed to Syria which embraced and stood by them and offered help to them in difficult times.
President Talabani praised Syria's stances under the leadership of President al-Assad in support of the Iraqi people, hailing Syria's support to the security and stability in Iraq.
Otri congratulated President Talabani on forming the unity government and achieving national reconciliation, expressing trust in the Iraqi people's ability to confront all the challenges confronting them.
The Iraqi President wished that the Syrian people would realize their hopes and aspirations, expressing desire in more cooperation and coordination between the two countries in all fields.
President Talabani was briefed by Otri on the outcome of his talks with his Iraqi counterpart Nouri al-Maliki, which focused on means of enhancing the Syrian-Iraqi cooperation and exploring new prospects for it in all fields.
The meeting was attended by the delegation accompanying Prime Minister Otri, the Iraqi Vice-Presidents and a number of ministers.
Later, President Talabani held a dinner banquet in honor of Prime Minister Otri and the accompanying delegation.
President al-Assad stressed, during his meeting with the Iraqi President on the sidelines of the Extraordinary Arab Summit held in the Libyan City of Sirte in October 2010, Syria's interest in building best relations with Iraq, as well as the importance of laying down mechanisms and bases for them which ensure the interests of the two brotherly countries.
