Legal Accountability of A Brazen Interference: US Must Be Held Accountable

Recent organized terrorist operations carried out in line with and follwing the imposed 12-Day war against the Islamic Republic of Iran have once again revealed the true nature of the United States' behavior toward Iran. However, beyond this, a fundamental question arises in the realm of international relations: Can governments continue to openly interfere in the internal affairs of other countries without paying a price?

Concrete field evidence and official statements clearly illustrate that the terrorist acts occurring between January 8 and 10 were not spontaneous unrest but, in fact, part of a calculated project supported by the intelligence, media, and operational support of the United States and the Zionist regime. Training, equipping, and directing criminal elements, explicit incitement to violence, and efforts to destabilize Iran’s internal security are all components that render these events far beyond peaceful protests. Instead, they represent acts of terrorism with significant implications under international law.

From Domestic Damage to Diplomatic Violations  

The destruction caused went beyond mere loss of life and property. Destroying mosques, educational institutions, banks, hospitals, power infrastructure, and public stores, along with the deaths of security personnel and innocent civilians, demonstrate that the rioters aimed to cripple public order and sow fear within society. In addition to these domestic impacts, attacks on diplomatic and consular institutions of the Islamic Republic of Iran in foreign countries signify a blatant violation of the Vienna Conventions on Diplomatic and Consular Relations (1961 and 1963). Such actions cross the red lines of diplomatic norms.

The official and documented positions and statements of US officials, particularly their overt, explicit support for rioters and threats to resort to force against Iran, constitute a clear violation of well-established principles of international law and peremptory norms (jus cogens). These include the principle of non-intervention in the internal affairs of states; the prohibition of the threat or use of force set out in Article 2(4) of the United Nations Charter; United Nations General Assembly Resolution 2625 of 24 October 1970; as well as the 1981 Algiers Declarations and that government’s international obligations in the fight against terrorism.
In this context, the explicit and repeated threats made by the US President against the Leader of the Islamic Revolution, who is the highest official authority of an independent state, are an unacceptable act. They constitute a blatant violation of the principle of non-intervention in the internal affairs of states and a disregard for the principle of the inviolability of heads of state, which is a well-recognized rule of customary international law, and will undoubtedly entail wide-ranging legal and political consequences.

Iran’s legal step: A clear message to the international system

In carrying out its inherent duties and within the framework of defending the rights of the Iranian nation, Iran’s Ministry of Foreign Affairs is seriously and continuously pursuing legal and international action to establish the responsibility of the US government for the imposed 12-Day War and the recent terrorist operations. The documentation of interventions and hostile actions is underway, and the necessary legal groundwork has been prepared so that claims can be brought before competent internal and international authorities. This course will be pursued with determination. The Ministry of Foreign Affairs of the Islamic Republic of Iran will not forgo the rights of each and every Iranian citizen and will not allow support for terrorism to become a cost-free practice in the international system. The United States must be held accountable for its actions.
