AhlulBayt News Agency: The Humanitarian Operations Coordination Center (HOCC) has announced a comprehensive ban on all maritime traffic to and from the Israeli port of Haifa, effective May 20, 2025, at 00:01 a.m. Sanaa time (May 19, 21:01 UTC).
This decision follows the Yemeni Armed Forces' announcement on May 19, imposing a maritime embargo on Haifa port.
In a statement obtained by the Yemeni News Agency (Saba), the HOCC clarified that the ban prohibits all forms of loading and unloading, including indirect routes and ship-to-ship transfers. The restriction applies universally to all vessels and shipping companies.
The HOCC emphasized that this measure is a response to Israel’s continued military escalation in Gaza.
It described the action as part of Yemen’s religious, humanitarian, and moral responsibility toward the Palestinian people, citing ongoing atrocities and blockade-induced starvation in the Gaza Strip.
Sanctions and penalties
The HOCC formally warned shipping companies of the severe risks associated with violating the ban.
Sanctions may apply not only to vessels directly involved but also to entire fleets and associated business partners. Companies found in breach will be barred from transiting the Red Sea, Bab al-Mandab, the Gulf of Aden, the Arabian Sea, and the Indian Ocean. Additionally, they may be targeted by the Yemeni Armed Forces.
Entities, countries, and individuals engaging with blacklisted companies will also be subject to penalties.
Call for compliance
The HOCC urged all maritime operators to exercise strict due diligence to ensure compliance.
“This action is intended to apply pressure on Israeli authorities to cease hostilities, open humanitarian corridors into Gaza, and permit the entry of urgently needed aid,” the statement concluded.
