Mullen, during a speech at Stanford University's Hoover Institution on Friday, said uneducated mullahs and their followers are the new challenge the United States faces today, stressing that America needs to re-asses its policy of deterrence in the 21st century.
He further reiterated that Washington needs to do much more in the Muslim world since a military solution is not enough to keep America safe.
Mullen also noted that the new measures should include influencing the social and economic affairs of the Islamic states, calling the new tactic “a deterrence of truly strategic nature.”
