Virtual Life: A New Challenge for Governance in Modern World

The Deputy of Virtual Space, Art, and Media at the Islamic Propagation Office highlighted the profound impact of virtual life on global policies, describing these transformations as a driving force behind shifts in power structures and governance models. He urged nations to devise smart and localized strategies to address these changes effectively.

Masoud Moeinipour, in the first session of a series of sociological and legal discussions on virtual life, emphasized that this phenomenon has not only reshaped governance structures but is also redefining global equations and paving the way for a new world order. He stressed the urgency for countries to acknowledge and respond to these transformations.  

Examining the fundamental changes in social, economic, and cultural dynamics driven by virtual life, Moeinipour noted that these shifts have significantly influenced various aspects of contemporary human life.  

He pointed to the transformation of wealth production and distribution models, stating that financial structures and economic interactions no longer align with classical economic theories.  

Social and Political Transformations in the Age of Virtual Life  

Moeinipour also addressed the cultural and social shifts resulting from virtual life, explaining that interpersonal relationships and mutual cultural understanding have evolved in unprecedented ways. These changes, he asserted, directly impact power structures and legitimacy frameworks.  

Regarding political transformations, he stated that the processes of acquiring, developing, and maintaining power, along with social trust and political participation, have all been affected by the rise of virtual life.  

The Need for a Governance Strategy in Virtual Space  

The Deputy of Virtual Space at the Islamic Propagation Office stressed the necessity of adapting governance models to these evolving conditions. He compared the current challenges to those faced by Iran during the Constitutional Revolution when the country grappled with the arrival of modernity. Today, he argued, Iran faces a similar duality between tradition and modernity in dealing with virtual life.  

Criticizing the historical delay in accepting media transformations in Iran, Moeinipour remarked: "Since the 1960s, the concept of the nation-state has undergone significant changes worldwide. However, following the 1979 Revolution, Iran reverted to a traditional governance model, which has led to tensions in adopting modern statehood models."  

He further noted that while many countries have moved beyond debates over internet restrictions and filtering to focus on governance and development within virtual space, Iran remains preoccupied with issues of control rather than advancement.  

Moeinipour called for a strategic and localized approach to managing virtual life, stating: "To engage effectively with this phenomenon, we need a deep understanding of its dimensions, its impact, and the trends shaping its future. Only then can we develop governance models tailored to our societal needs."  

The Role of Religion in the Future Global Order  

The Deputy of Virtual Space at the Islamic Propagation Office also stressed the importance of designing a governance model aligned with the values of the Islamic Revolution. He pointed out that even after five decades, a clear and functional governance model has yet to be established, leading to a disconnect between the state and its ideological foundations, ultimately weakening social capital.  

He emphasized that Islamic societies must develop informed strategies to navigate contemporary uncertainties, asserting that religion can play a crucial role not only in preserving traditional values but also in guiding societies toward a new and elevated global order.
