The strike organized by the Occupy Oakland group is set to begin next week.
The measure was adopted in protest against police crackdown on Tuesday when protesters were evicted from a plaza near city hall and 85 people were arrested.
Police used stun grenades and tear gas to drive back protesters who repeatedly tried to retake the plaza.
Former US Marine and Iraq war veteran Scott Olsen was struck in the head with a tear-gas canister fired by police during protests.
Keith Shannon, who said he served with Olsen in Iraq, said his friend suffered a two-inch (5-cm) skull fracture and brain swelling.
Occupy Oakland is an offspring of Occupy Wall Street movement which began in New York last month to protest against social and economic inequalities and corporatism in the US.
