Mr. Jaun Mendez, the UN Special Rapporteur on Torture, said States’ lack of response of requests to his pending visits “represents a state of affairs that the council and I would consider unacceptable”, adding, “a requirement of being a member of the council is cooperation with its Special Procedures, and lack of response with our Procedures is in my view an indication of less than effective and less than sincere cooperation with the council and its Special Procedures”.
Mendez spoke on Tuesday at the UN Human Rights Council that is currently holding its 28th session in Geneva.
He said the reason he has not visited Bahrain is because he has been “disinvited by Bahrain”.
On Monday, Mendez stated that, “Visits to Bahrain and Guatemala have not been rescheduled by respective Governments, but I remain ready to undertake them”.
