According to ABNA, head of National Library and Archives emphasized on the revival of the relation among Bushehr, Basra and Muscta as the Silk Road on the sea and added:"Taking the economic aspect of this relation into consideration, we should hand the profits to residents in these cities."

Delivering a speech on Sunday 10th March 2013 on the first day of international conference of "Bushehr, Basra and Muscat; Socio-historical relations" Isaac Salahi added:"In the past, there were theories in the field of geo-strategy which were influential on human's destiny.

In this regard, Mackinder believed that there is a heartland on Earth and anyone who can rule this heartland can command the whole world. At that time countries in Qafqaz, White Russia and Iran were considered as the heartland.

Stating that the second theory was proposed by Spyman which says countries with coastal areas can potentially be powerful, he added:" My theory is based on geo-strategic field. Based on this theory Persian Gulf region, with three important cities of Bushehr, Basra and Muscat as part of it, is that heartland so it should think about its future."

Stating that in changing political and social paradigms nations having drawn their future in advance will be successful, Salehi added: "Future will come whether or not we control it and if we would like to control our destiny we should build the future ourselves through regional convergence."

Adding that building the future should be realized through a change in viewpoints by people and governments he said:"Islamic republic of Iran has proved that it always supports the rights and interests of regional countries."

Salahi considered the change in the definition of sea power as an inevitable matter and added:"In the past, physical presence at the sea and then military power would mean sea power. Nowadays cultural arena has been added. If we believe that all cultural relations are global we should try to repaint our economic, cultural and social values by taking religious values into account."

Stating that our new convergence should be different from our previous convergence, he added:" We should benefit from all potentials of the sea to make religious convergence as a model for other countries in the region."

Salehi emphasized on the revival of the relation among Bushehr, Basra and Muscta as the Silk Road on the sea and added:"Taking the economic aspect of this relation into consideration, we should hand the profits to residents in these cities."
