Speaking in an exclusive interview with Press TV, Shalbay said the parliament should be dissolved and Mubarak's associates give up the power.
Shalbay, a media advisor to the main opposition group, the Muslim Brotherhood, also suggested the formation of an interim government, which must include all political groups.
He also strongly criticized the United States and its allies for interfering in Egypt's internal affairs.
This comes a day after the opposition parties including the Muslim Brotherhood held talks with the government over the current stalemate in Egypt.
Egypt's main opposition group says the regime's proposed reform plans are not nearly enough.
Leading opposition figure Mohamed ElBaradei says he was not invited to the negotiations.
Vice President Omar Suleiman was heading the government negotiating team.
The Muslim Brotherhood says Cairo has failed to address many of its demands.
The group insists that the protesters' demands should be taken into consideration.
Following the talks, the government announced that the parties will form a committee to look into constitutional amendments and reform.
The government has also agreed to loosen media curbs, to lift a thirty-year emergency law and reject foreign interference.
People from all walks of life are flooding into Cairo's Liberation Square and many have been spending nights at the square despite heavy military presence.
Hostility toward the United States is widespread among the protesters as they hold Washington responsible for Mubarak's grip on power. Demonstrators say they will not leave the streets until Mubarak steps down.
