Schools normally remain open in Muslim-majority Bangladesh during Ramadan, which started on Thursday.
Traffic jams become even worse in congested Dhaka during Ramadan as office hours are changed so workers can get home early and break their fasts.
Bangladesh is suffering from an acute power crisis, with long blackouts affecting even wealthy residents of the capital.
The ministry said all educational institutions would re-open after September 16 following the Eid festival, which marks the end of Ramadan.
