According to witnesses, many of those martyred in the raid - which took place near the border with Saudi Arabia - were women, children and old people.
The attack was carried out by a "warplane (that) targeted displaced families who had gathered under trees in the area of Adi," in Amran province -- scene of heavy fighting between the army and the Shia group, the witness said.
Government officials denied the strikes had taken place, but a civil servant in the local government confirmed the attack.
Fighting has intensified since the Yemeni army launched an operation targeting the Shia group in mid-August.
The New York-based group, Human Rights Watch, has called on the Yemeni government to investigate the reported attack on displaced people.
