3. Deception of public opinion: The United States and its allies have suffered heavy setbacks in recent months. The critical situation in Afghanistan, which officially marks the defeat of the 20-year US presence in this country, the defeat of the Zionist regime, the main ally of the United States, in the 12-day war against the Palestinian resistance, which has created many internal and external challenges for the regime. The scenario of boycotting the elections, holding a large parade of Iraqi Hashad al-Shaabi with the presence of military and political officials, Saudi failure against the Yemeni resistance, etc. are some of these great failures of the United States. It can also be added that, of course, China, Russia and North Korea did not fall short against the United States. Given the heavy costs of these defeats for Biden, who claims to have restored America's global standing, Washington has sought to divert public opinion from its critical position in the international system by highlighting issues such as the fight against ISIS at the Rome Summit.

4. Laying the groundwork for the Rome Summit: One of the highlights of US action is the sudden holding of the so-called Anti-ISIS Coalition Summit in Rome, chaired by US Secretary of State Blinken. With the bombing of Bokmal, the United States has sought to set a precedent for what it calls the fight against terrorism, which pursues important goals centered on the ongoing crisis in the region.

The Rome Summit is important to the United States in several ways:

First, the United States intends to use the Rome Summit to pressure Iraq to stay in the country while circumventing the Iraqi parliament's decision to withdraw, claiming a global consensus to keep its forces in the region.

Secondly, in recent weeks, many Arab countries, even Saudi Arabia, have taken an interactive approach to Syria, and there is even the possibility of Damascus returning to the Arab League.
This would be a sign of the US failure to impose economic sanctions on Caesar, a claim to isolate Syria, which undermines US prestige.
By inviting Arab countries to the Rome Summit, Washington seeks to pressure these countries not to normalize their relations with Syria in order to at least maintain the showcase of the Arab confrontation with Syria.

Third, according to documents leaked by Russia and Syria, the United States is seeking to increase its overt support for terrorist groups, including the White Hats, in the name of humanitarian aid.
The plan comes as the world raises the issue that despite a government with popular and authoritarian legitimacy in Damascus led by Bashar al-Assad, humanitarian aid can be provided through the Syrian central government, and there is no need for unilateral action by the United States or other countries.
This has challenged the US plan to support terrorists, so Washington is holding a summit in Rome to legitimize its involvement in Syria and support terrorists in the name of humanitarian aid, inviting Ireland and Norway as responsible states. Humanitarian cases in New York take place in this context.

The pretext for the humanitarian aid claim becomes clearer when the United States has refused to allow aid to Syrian refugees in the al-Rukban camp for many years, where international organizations say has become a humanitarian catastrophe and is trying to use it as a tool of ransom.
The critical situation of Syrian refugees in Turkey, Europe and the United States, and the inattention of White House men to this humanitarian catastrophe are further evidence of the political and inhumane nature of US humanitarian aid claims at the Rome Summit.
In view of the above, it can be said that the bombing of Bukamal and the convening of the Rome Summit do not stem from the authority and power of the fight against terrorism and humanitarian aid, but from the chain failures and crisis policies of the United States in the wake of repeated claims against terrorism and humanitarian behavior.

These behaviors show that the only option for the region to achieve lasting peace and stability is the expulsion of the United States from the region because the United States is not the savior and solver of problems, but the center of problems, and crises will continue as long as its presence in the region.
